The methodology used for the Canada Gazette, Part II (CGII), was revised to reflect additional capital costs. For the version published in Canada Gazette, Part I (CGI), the estimated capital costs were determined by companies that specifically indicated in survey responses that they would carry printing plate costs. For CGII, the estimated capital costs were determined according to the total number of companies changing their labels (i.e. those impacted and that do not routinely change their labels every three years or less) since it was expected that they would also carry printing plate costs. Therefore, the average number of products impacted by businesses size is different from CGI.
